VOB files can usually be found on DVDs. For example on DVDs with old VHS videos or your private video recordings. These files usually have a specific naming scheme such as "VIDEO_TS.vob" (for the title menu of the DVD) or VTS_01_0.VOB for the first part of the video on the DVD.
